Um, am I missing something?
Does it cost anything to get on the prioritized list? - doesn't look like it.
If you're number one on the list, do you lose anything if you don't buy? -again doesn't look like it.
So isn't the list really prone to people wanting to be first in line and some people wanted to be ticket scalpers on the off-chance that the market comes back...
Isn't the list nothing more than a list of people interested and from the builders pet lender perspective, capable of buying the home?
