The FBI apparently did not raid them all.  I saw 3 birth tourists at Diamond Jamboree today.

so anytime there are a few or more of pregnant looking east asian ladies hanging out together, its automatically birth tourism?

and FBI raided operators who were breaking the law by providing false documentation.  even if these ladies are tourists who are pregnant, they aren't automatically breaking the law.  you don't know anything about them.

Obviously, innocent until proven guilty.  I can't imagine any attorney that's making decent money putting all that at risk for just a couple of thousand dollars but there's that thing called greed.

innocent until proven guilty? you know he is not white right? :)

clearly this guy was not an attorney pulling in good money from normal business. its the desperation that caused him to turn to the dark side.

That was my legal disclaimer so that I don't get sued.  :p

Well, a legal office near a 99 Ranch doesn't give off a "high powered attorney" kind of image, but who knows?  Maybe he does get decent business there with all that foot traffic after shopping at 99 Ranch and JJ's. :p

If one had to guess - what do you guys think an attorney in a small business office like his would be making. (without any type of illegal handouts)

Like $80k? 100k? $130k? $160k?

People hear attorney and think big bucks. However, I am starting to hear that this isn't always the case.

@gladia - those women are just waiting for their UBER driver.  UBER recently started a subthread where you can request certain cars based on health.  Pregnant women are always offered first choice at minivans and receive a 15% discount.

I saw this article about attorneys.  No wonder some of the solo attorneys have to have "side businesses".

Pretty startling excerpt from that article

"Law school applications have plummeted. If the current trend continues, fewer students will apply to law school in 2015-16 than enrolled in law school in 2010-11. Law schools are closing campuses, merging and buying out faculty and staff.

Money talks and BS moves. This to many people is a SHTF scenario. Many 'tourists' have adopted guerrilla tactic. They have learned not to move in group to evade attention. That os their choice. But a lawyer risk his career over 6k doesn't have my sympathy. I hope he didn't pay much for his law degree.

We Irvine residents must make every effort to make Irvine as unappealing to birth tourism operators as possible.  We are a target because we are a safe clean city, close to South Coast Plaza, have Asian retail, and have several good area hospitals (Hoag, Saddleback, etc.)  We cannot rely on the authorities to help us, we must help ourselves.

While it may not be illegal for a foreigner to have a kid in this country, it is a violation of zoning ordinances and CC&Rs to get paid for birth tourists to use residential properties.  And it certainly is illegal to lie on a visa application and to defraud hospitals.

If you see anything that even remotely looks like a birth tourist in your neighborhood, report it to the HOA management company and the City of Irvine code enforcement immediately.

We need to fight back and get into Chinese language media here and in the PRC that Irvine is full of anti-birth tourism vigilantes that will be the worst nightmare for any birth tourist.

'Serious Security Challenges' in Visa Program for Wealthy Foreigners, Whistleblower Says

ABCNews

MATTHEW MOSK

A senior federal agent became the first insider Wednesday to publicly expose what she said were serious national security concerns surrounding a controversial immigration program that has been providing Green Cards to wealthy foreigners.

Senior Special Agent Taylor Johnson said her Homeland Security investigation uncovered visa applicants from China, Russia, Pakistan and Malaysia who had been approved in as little as 16 days, even though their applications "lacked basic necessary law enforcement" screening.

"During the course of my investigation it became very clear that the EB-5 program has serious security challenges," she said.

Her findings echo those reported in a series of stories this year by ABC News about the controversial program that gives wealthy foreigners the chance to turn a $500,000 investment into a U.S. Green Card - reports that were based on extensive interviews with five other whistleblowers. The ABC News investigation uncovered records showing foreign applicants had successfully obtained EB-5 visas despite allegations of fraud, money laundering, forgery, and other crimes against them. In one case, an Iranian business man was able to gain recertification to participate in the program even as he was under active investigation for smuggling.

The program, known by the visa designation EB-5, is designed to create thousands of jobs by offering temporary residency and eventually Green Cards to foreigners who agree to invest more than $500,000 in approved American ventures. The two-part ABC News investigation found, however, that the program had become a magnet for those seeking to sidestep the scrutiny of the traditional immigration process.

Johnson came forward Wednesday as part of a U.S. Senate Hearing that was convened to bring attention to the plight of federal officials who have tried to report wrongdoing in their agencies, only to face retaliation for stepping forward. Johnson said she said she was sent an unmistakable message by senior Homeland Security officials when she began to report them up the chain of command - back off.

"After disclosing gross mismanagement, waste and fraud that threatened the general public's safety, National Security Risks and public corruption surrounding an EB-5 project, I was subjected to a significant amount of harassment and retaliation," Johnson said.

"I was removed from the investigation, a shoddy follow-up review was conducted and then in 2013, ultimately, the investigation was shut down," she told senators.

A spokeswoman for the Department of Homeland Security did not respond to a request for comment Wednesday. But in earlier statements to ABC News, senior officials said they had already begun work on improving the EB-5 program to better insulate it from exploitation by foreign agents and criminals. They said they were hampered in their efforts by a lack of legal authority to crack down on the so-called "regional centers" -- largely unregulated businesses that have sprung up to pair foreign investors with U.S. based projects that have the potential to create jobs.

Following the ABC News investigation, an internal investigation by the Inspector General was published which revealed evidence of political meddling in the program, also relying heavily on whistleblowers from inside Homeland Security. Senior members of the U.S. Senate last week proposed legislation aimed at better protecting the EB-5 program from abuse.

As all of the internal problems with the little-known immigration program have surfaced, however, none of the whistleblowers had stepped forward to talk in public. Those interviewed by ABC News expressed strong concerns that they would face retaliation if they spoke out. Homeland Security Inspector General John Roth expressed a similar concern when he testified on the issue before the House Homeland Security Committee in March.

"Being a whistleblower is seen to be hazardous," Roth said.

And they also use benefits like Medicaid when labor in local hospital, and who is funding for the low income benefit?  Tax from us who work our butt off.  If I see anyone like that or even remotely like the description in my neighborhood I will not hesitate to report them one by one.  We need to act on this before it gets worse!

Speaking from first hand experience, city zoning department is quite responsive to such reports. Haven't tried HOA tough.
HOAs have the ultimate weapon against bad residents: foreclosure.

Yeah...not true.  HOA can only evict for unpaid dues...and even then, they are behind the primary mortgages.
