There's two ways to look at it.  The first is that an actor or actress's job is to pretend that he/she is someone else, thus even if a white person has to wear dark makeup and act in role of a black person, that's just part of the job.

The other view is that the actor or actress is not only portraying, but also representing the character.  Therefore to be faithful to the character, you should hire a black person to portray a black character.

Not sure about hiring Scarlet Johansoon to play a tree though.  Wouldn't you just...  use a tree?
