That's a good one-liner. But unfortunately the issue behind it all isn't as much of a laughing matter as it would appear to be on the surface.



Obviously chimps as pets isn't one of the most pressing issues of our time, but aside from the wasted time and money (there is no such thing as free legislation. There are printing and distribution costs to get legislation before Congress, printing costs as new legislation becomes law, enforcement costs ad infinitum), there are larger issues at play.



First and foremost are issues of constitutionality. Congress has no right regulating choice of pet ownership. When I look at my copy of the Constitution, I see that the 9th amendment says: "The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people." The 10th amendment says: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."



Between the 9th and the 10th amendment, it is clear that any power not expressly granted to the Federal government is reserved for the states and the people.



Though the legislation is ridiculous and won't have a personal impact on me, it's still an outrage. The Feds have absolutely no right infringing in areas that are clearly left to the states and the people.



So while it is a wonderful one-liner, I really am worried that giraffes may be next.

What kind of sick bastard buys a puppy for a five-year old kid? Two weeks after Christmas, kids in school/daycare, parents are at work, and the poor dog is left unattended in the back yard, not socialized, not conditioned to human contact, and growing worse every day. Summer comes along, dog is nearly grown, can't be controlled by the kid or trained by the parents, thinks IT is the alpha, and runs everyone ragged until it's finally taken to a shelter because it's "uncontrollable".



Where the hell is Congress on that pet issue? They are worried about an ape population of maybe 10,000? We euthanize that many dogs in a day in this country.

It's probably worth noting that there are no federal laws against murder. But it looks like we are headed towards federal laws against chimp ownership.
