So, what's the deal with buying a $1M+ home and allowing 3' tall weeds to overrun your front-yard landscape? The front-yards are tiny in new Irvine homes. How hard is it to go out there and pull a few weeds once per month?

I'm assuming these are front yards maintained by the homeowner and not the HOA, correct?  Then wouldn't the HOA be issuing a fine to the violator?

Do the weeds blend in with the rest of the landscaping? Perhaps the owner doesn't realize they're weeds. Probably thought their plants are growing nicely.

 
Homeowners are required to maintain the front yards. It just doesn't seem like something you'd complain to the HOA about, especially since it seems to affect nearly half of the homes on our street.

The weeds sort of do blend in with the landscape, if you're not the sharpest tool in the shed, especially tumble weed.

HOA usually sent the notice letter first and it will take a while before the actual fine occur.
