Does anybody know who is developing this? Is Santa Fe even in OC? I drive by there frequently, and things seem to moving these days, but it's been under development for years.

No Santa Fe Springs is just North of Orange County by Cerritos and Artesia. I think it's an "ok" area at best (it's need years since I visited that area).
