Recently, I went to South Coast Plaza because they have EV parking spots. But guess what, there was a new Mercedes SUV parked in one of the spots. I went to Crate & Barrel/Pottery barn to shop. I came back and the Mercedes was still parked there. (like an hour or so, who knows how long that SUV was parked there)

I happened to see a mall security on his bicycle. He told me, that he "cited" the vehicle. (whatever that means, because I looked at the window and there was no ticket) Over the phone the Costa Mesa PD told me since it's in private property they can't do nothing.

It's not a big deal. In my opinion the SUV, should have been towed.

Agreed.  Or at least a wheel boot placed until the fine was paid.

Most malls don't even enforce handicap parking, I doubt they would tow for stealing an EV parking spot.
 
I also saw an instance few days ago at Crystal Court's EV Parking spot where one plug-in hybrid driver complain to mall security about other EV/plug-in hybrid cars park there too long.  I believe there's 2 hr parking/charging limit for those 3 spots. 
 
That is right. You can run stop signs in parking lots and police can't give you a ticket. Technically the police can't write you a ticket for occupying the handicap stall. The property management could have your car towed. Police can't enforce traffic inside a private property. You can speed as fast as you could also and do it in front of a cop.

I saw a cop give some dude a ticket for running a stop sign at the IKEA parking lot.

I don't think this is true... but if certain people think it is, no wonder they are driving maniacs in parking lots in Irvine.
 
It is true and I can corroborate that. My traffic school instructor, a retired traffic cop, made the exact same statement. I have been skipping stop signs for years in all the shopping plazas, no issues.

So you and IHS are the bad drivers who almost run over my kids. :)

While I don't know if the popo can enforce moving violations in a parking lot, I do think they have authority to ticket violations of handicap and no parking zones per California Motor Vehicle code.

I don't know if EV parking is covered under that code.
 
I wouldn't mess with the popo on private property. Go ahead and try to drive like a maniac .They might not be able to ticket you but they can shoot you.

- Called the Police
- Posted about it on TI

One of the Irvine Parks has 8 Clean Air Vehicle reserved spots. I noticed that every Sat morning that is a Prius a Tesla and a Nissan Leaf parked in the lot but none of them in the Clean Air reserved spots. When the lot got completely full the regular cars starting filling up the reserved spots.

Handicapped parking can be ridiculous too. Hospitals have the same requirement for handicapped spots as airports. Obviously the hospital spots are always full while the airports are only 10% used. Here at work we have 40 employees and 4 reserved handicapped spots that are never used!

And yes - the police do drive through our lot occasionally to see if anyone is parked in one of those spots and deserving a ticket.
