Rich Chinese Businessmen getting benefit checks in California - Is this a thing?

Is it a thing where rich noncitizen mainlanders receive benefit checks from California to bolster their income as they claim to have zero income sources from America? (Food Stamps, WIC, financial aid, Medical, etc.?)

Someone I know told me that her parents plan to do that when they come to the US from China.  They are rich, but plan to go on welfare here.

That's outrageous. I have heard the same things anecdotally but I didn't think people could be so messed up. Seems widespread...

I can tell you this, it's widespread.
