Required Fire Sprinklers in every new home built after Jan 1, 2011?

I bought a new 2012 home in Irvine, but I noticed I didn't have automatic fire sprinklers.  Is it required that every new home to have sprinklers or am I interpreting this law wrong?

From the documents I have read, it looks like the homes also have to be in a designated "fire hazard" zone that is determined locally by each city.

Does anyone know Smokey the Bear to help verify?
