Prewire TV Mount

Just about to move in to our new home. It's a quick move-in home so it came w/ certain upgrades. One of the upgrades was pre-wire for tv wall mount. However, does this just mean they moved the AC outlet to behind the TV? I don't see that they've made it easier to conceal HDMI/component wires. The builder is Irvine Pacific. Also, would love to hear recommendations for a handyman or person who can hang tv's w/ concealed wires.
 
Usually there's an outlet close to the TV's location on the wall, and then a conduit and opening to carry receiver wires down below the TV, where a cable box/receiver would go.  There's no actual wiring there.
 
Thanks. The conduit must be behind the blank faceplate then? Would've thought they would've used a different faceplate for that.

So weird.. my last house at PP.. they put in the prewire for the mount for each room.  But there was no opening at the bottom.  Had to just loosen up the spot for the ethernet wiring to let the HDMI wire come out.
