Positive surface drainage

Hello
What does it mean by minimum 1% positive drainage surface on hardscape and 2% minimum positive drainage surface on landscape?  Thanks
 
I believe that is the grading % they are requiring to slope away from your house. On hardscape u need less if a grade because the water should run away from the house easier since the hardscape is slicker and won't absorb the water as much. Dirt with grass and plants needs a steeper grade since it's more absorbent so the higher/steeper grading helps the water drain away from the foundation
 
Mexicans sure know their landscaping...on a side note, Resort Backyards should really answer this as it builds a positive reputation.
