Some people who oppose freedom and property rights are circulating a petition to convert Oak Creek Golf Course to "open space".
The owners wish to build more housing desperately needed for our children and grandchildren. Please do NOT sign the petition. Housing is already far too expensive. Orange County needs many more homes and apartments. Imagine being ordered to convert your own residence into open space.

The people of Irvine voted to approve land preservation, including Oakcreek, in 1988. The City and TIC agreed and signed a memorandum of understanding. No one is taking away landowner rights. TIC and Irvine need to honor the original intent of voters.

Approved by voters on June 7, 1988, Resolution 88-1 (the Open Space Initiative) established a landmark framework to permanently preserve natural land in Irvine through a cooperative agreement between the City and the Irvine Company.

The resolution's primary goal was to consolidate conservation areas into large, contiguous regions and link them via "open space spines". It operates through two core programs:
  • Phased Dedication Program: A system for private land to be transferred into public ownership over time as development occurs in other parts of the city.
  • Compensating Development Opportunity Program: An incentive-based trade where the landowner receives increased development rights in designated urban areas in exchange for dedicating preservation land to the City.
Key Impacts and Legal Protections
  • Permanence
    • : Land transferred under this initiative is protected in perpetuity. Deeds restrict use to resource conservation, habitat enhancement, and passive recreation (like hiking); commercial or residential use is strictly prohibited.
  • Major Preserves: To date, approximately 5,200 to 5,250 acres of the originally envisioned 8,000+ acres have been secured. This includes well-known areas such as Quail Hill, Shady Canyon, Bommer Canyon, and Orchard Hills.
