New construction secured tax bill sent by IP

I just got a secured property tax bill. It was forwarded by Irvine pacific and requesting that I pay it. The secured tax bill looks like it contains tax for the whole year 2016 (1% of land value and the full CFD melorooz tax). I moved in June 2016. Am I responsible for taxes for the first half of the year? It's a little odd since the tax bill page is legit but it has a separate page from Irvine Pacific asking to pay it. It's sent by Irvine Pacific.
 
I received the same thing last week from IP and it looks like I have to pay almost full CFD as well.
 
I've seen property tax line items in closing costs, and supplementals in the mail from the county, but never heard of the builder sending a tax bill directly to the homeowner.  Maybe they goofed and forgot to include it in your closing costs?

Are you supposed to be for the taxes before you buy the house though? I understand that if they paid MR for the whole year, they will ask you to pay for the portion after you bought the house. But the whole year?

It's basically full year CFD + full year property tax on land value.
 
I'd call Irvine Pacific.  I didn't think bills came from the builder, so maybe there is a new "fraud" out there. Probably not...but before I paid, I'd make sure it is a legit bill and you are comfortable with the amount you are paying.  Always a little awkward the first year in a new property because there are some of those nuances with taxes getting straightened out.

No, it should be prorated.  Call the County Assessor's office.

If you don't mind me asking.....how much was your CFD and Mello Roos?

CFD is 1700 in Eastwood.

So I noticed the bill is covering July 2016-June 2017. I moved in June 2016. So I guess those taxes are owed by me. However, what's weird is the valuation is still based on land value and not purchase value. I assume they'll send a corrected bill later? What I find strange though is that it was sent to the builder. Is it because it hasn't been recorded with the county yet? Address still doesn't exist in county tax records.

Check your closing escrow statement. Usually the builder will give a pro-rated credit through escrow for the portion of the bill that they are responsible. Then the full amount is paid by you when you get the bill, but the portion owed by the builder was credited to you through escrow. At least that is what happened in my case.

But since the bill if for July 2016-June 2017 and I've closed escrow in June 2016, I should be paying that full bill, right? Basically, IP might have charged me for property tax for the month of june if they had paid for it.

If you closed in June, I agree that you likely already paid for 1 month on your closing statement already. Seems right if it covers the period that you owned the property and you haven't already paid in anything else for that period. Is your name reflected on the statement they sent? Also if it's currently based on Land only, you are likely going to get a supplemental bill a few months (or even up to a year) later based on the recomputed amount that is based on your purchase price of the home.
