Yes, I believe you can move between IAC communities if the new lease amount is more than $1.

Yes, I just did it last month. As long as your new rent is higher (by $25? I think), there is no penalty and they make it very easy.

Nobody has mentioned anything like that nor was it stated anywhere in the lease...

The lease increase requirement used to be $1, but as of a month ago is up to $100.

This roughly coincided with the lease break fee going up from about $2k to over $3k.
