If you drive North on the I-5 into LA, you can see a big yellow survival shelter parked on the right side (north bound I-5).  Atlas Survival Shelter make their shelters in LA (Montebello):http://www.atlassurvivalshelters.com/aboutus/factory/

...but the cost $60k and you need a lot of yard space to install, assuming your City (and HOA) allows it.  Even if you had the yard space, there's underground piping to worry about.  IMO it may be easier to buy a home with a swimming pool and just replace the pool with an underground shelter, if this is what you're into.  Though judging from past incidents, underground shelters or bunkers are pretty worthless when there's enough determined & armed folks coming after you.

Also, some folks stock emergency supplies at home but do not consider what happens when disaster strikes while you're away at work, where most of us spend at least 40 hours/week.  Road conditions may not allow you to drive home after a natural (or man-made) disaster.  Can you walk/hike home from work without google maps on your cell phone?  Do you keep an emergency supply backpack in the trunk of your car?  If so is it bright red with the letters "emergency supplies" printed on the back for everyone to see so they can hit you over the head and take it?

Good point on being at work. When I used to live in San Diego we had a power outage while I was on the road and it took me over an hour to get home through the traffic. If there was a real disaster I'd likely have never made it home.

I remember reading an article on an underground nuclear disaster hotel in Colorado and that someone in LA paid for a place there. I was thinking - how the heck will you get there from LA?

Isn't there a movie where the world is falling apart and the uber rich have special ships built for them in China and a few die trying to get there?

2012... I actually like that movie.

I think someone mentioned putting a foldable bike in your trunk... but I don't think they are classed in the IHO weight range.
