I do feel there is an exception if you're a woman and well-kept, presenting yourself nicely (the shoes are in good taste, pedicure done.) I'll be forgiving of the fact that styles have changed and women don't wear nylons much anymore, so bare feet are more common. But other than that, people these days have gotten so lazy and take no pride, just letting it all hang out in respectable places. Let's have some courtesy for others.

Secondly: Toe hair. If you have very hairy toes, think about shaving or at the least - trimming them. None of us want to see your Cousin It piggies peeking out from the sandals.
Lastly: If you can't follow #1 and #2, wear close-toed shoes.
