Looks like the market is slow(er), is it a good time to get some home renovation?

Generally speaking, what is a good time to call for some quotes and get projects going? I am thinking of flooring and maybe kitchen island at the moment.

I've been wanting to add a loft... price goes up every 3-5 years.
