Landscaping Question

Any help or advice would be appreciated. I live in new construction in Portola Springs. We are getting quotes for backyard landscaping and I am running into a big difference in pricing. We got a reasonable quote for someone to do the pavers and grass area with no bushes or plants in the planter against the wall. My question is if I were to submit this plan to the HOA with no plants in the planter and then go to a nursery and choose the plants I want to put in at a later time can I do this or do I need to submit the plants I will be using in the planter area separate. Has anyone done this or ran into this situation before?
