"partial price" means they paid a portion of the value of the place. I.E. you and your brother determine that it would be a good idea that he buys into your house and live there and help pay for things. Hence he paid a portion of what it is worth otherwise it would screw up the assessed value.
"full price" means a full transaction. It has nothing to do with the offer price and sold price like on the MLS.
This info is recorded on the grant deed and the article gets the info from the recorders office. By the way great find as I didn't know they posted this online and I thought it was only in the print addition.
