I think the dog is part Chow (notice the black tongue). I read that the dog is dyed with a vegetable derived black dye around the eyes, ears, paws, and behind. It's a simple process which can be done at any groomer and it's popular Japan. The dye grows out naturally, and can be re done for a longer panda look. Haha! I think its adorable.
