Caution to all thinking of buying a home in the CAPO school district.



CAPO school district budget crisis from the OC Register:



Possible 2009-10 cuts

Capistrano Unified officials have identified $127 million in possible cuts as they prepare to close a $32 million deficit in the 2009-10 school year. The following list does not represent recommended cuts, but rather an incomplete summary of what the district theoretically could cut. Numbers are rough estimates only.



$22 million: Eliminate all district and school administrators (198 positions)

$9 million: Eliminate kindergarten (119 positions)

$3.61 million: Eliminate assistant principals at all campuses (28 positions)

$2.36 million: Eliminate the 20:1 student-teacher ratio in grades 1-3 (217 positions)

$2.69 million: Increase class sizes by one student each in grades 4-12 (35.4 positions)

$1.97 million: Eliminate funding for high school sports

$0.53 million: Eliminate the Beginning Teacher Support and Assessment program, which helps new teachers obtain proper credentialing

$0.15 million: Eliminate the college-level International Baccalaureate program in high school

$0.13 million: Cancel the district's contract for the ConnectEd auto-dialer system, which allows the district to send mass phone messages to parents

-$0.2 million: Eliminate student intervention programs, including tutoring and after-school programs (Note: Because of state funding formulas, the district would lose money by eliminating intervention programs.)

The following possible cuts would first have to be negotiated with the district's employee unions:



$29.78 million: 10 percent salary cut for all district employees

$20.84 million: 7 percent salary cut for all district employees

$14.89 million: 5 percent salary cut for all district employees

$7.44 million: 2.5 percent salary cut for all district employees

$2.98 million: 1 percent salary cut for all district employees

$4.42 million: Three mandatory furlough days for all district employees

$2.94 million: Two mandatory furlough days for all district employees

$1.47 million: One mandatory furlough day for all district employees

There is no safe hiding place from this virus. Capo is just the first in line to the confessional.

I don't think anyone should be any more wary of CAPO than any other district. They are just trying to be honest about what programs could actually go if the reality ends up as bad as the warnings. It will be no different for any other district, they just said it out loud.
 
What's Capo's budget?



All the article talks about is the amount that needs cutting and the draconian proposals to scare people without talking about where the rest of the money is going.



Based on proposals, one can readily see that District employee salaries come in at $297.8 Million. (A 10% cut = $29.78 million) Since the employees are still employed, that means the benies stay. What's the cost of the benies?



I also note the eliminate all District and School Administrators options, what roles are those? It's an average of $112,000 per administrator. The district has 50 schools, so it comes it a little under 4 per school or probably 3 per school with 50 or so in district offices.





So, where's the rest of the money instead of just the "oh no!" look at the horrible cuts.

As I said before and No Such Reality, just pointed out very clearly, this move was only designed to shock people.
