You can call me naive, but I think the white balloon is a purposely decorated one for the Xmas holiday, and not from the fading.

I'd be willing to cut a great deal for the park...pay me $100K and I will paint the balloon myself and save them thousands over brand new ;-) I have a couple orange spray cans left over from Halloween somewhere in my garage.
