Great Park Plan = Koi Fish

I'm about 80% sure the story of the great park being designed to resemble a koi is internet humor / trolling.... but 20% of me thinks the city/developers would actually do this to satisfy their apparent love of overseas cash.

Please guys, pls clarify.  Need to know for a friend.
