Looks like Jerry Brown decided to veto a few bills to prevent Newsom's initiative from becoming completely irreverent, in the on-going De Leon vs Newsom rivalry/drama.


My $0.02:  the new ammo purchase licensing/restrictions reflects the reality of technology advancements that will render many current gun control measures, gun retailers and gun makers obsolete.  Like it or not, 3D milling (3D printing for metals or CNC) is becoming cheaper.  In the not too distant future people will be able to buy affordable 3D mill printer from Frys, hook it up to a computer, then click to "print" firearm parts at home.  Whatever designs you need will be avail for download via dark web.
 
Ammo can also be easily made.  In the early days of cartridge firearms (1870s -) many people made their own ammo not because of liberals imposing gun control laws on others, but because people who lived outside of cities at that time (which would have been most Americans) did not have easy access to stores to purchase ammo.  Making your own ammo became rarer as store bought ammo became more available after the 1930s but "rolling your own" could make a come back if laws like the one signed today become more commonplace.
 
I've already switched from 9mm to 38 spl. Much easier to recover brass from revolver for reloading. Classic calibers like 38/357, 30-30, and 45 LC can also be loaded with black powder.

However, there is still the bottleneck with brass. Once fired brass can be reloaded a limited number of times.  I'm not sure how we can make the brass at home to spec without expensive machinery.  Bullets can be casted or "printed" but brass casings cannot.
