Summary of Irvine Villages
Based upon my own observations and knowledge, I would say that Westpark (lots of parks and tot lots) and Woodbridge (great lake area) seem to have the highest concentration of kids and families. Northpark and West Irvine are also nice Irvine villages but at the end of the day you might want to spend some time driving around and getting a feel for which Irvine neighborhood may be the best fit you for and your family.
Need more information... how old are your kids? You may very likely find a suitable neighborhood for your particular needs by finding one with the same "born on" dating as your children. One of the big factors in people having made the leap to ownership has been that nesting instinct, in particular in new neighborhoods. You will likely find other people in your same boat, in similar life-stages this way.

BTW - if you actually want to see the kids on your drive around, go when it is cool outside (ex. early evenings) and get out of the car and check out the sidewalks and playgrounds.
Or go to the fields early on a Sat or Sunday morning and look for sports.

This is a common question and really tough to answer because it varies by even streets in a given neighborhood. While Westpark does have quite a few families, many are older kids (JHS/HS age) and you'll see a variance from street to street.
Places like Woodbridge are hit and miss since it is one of the older neighborhoods and some areas will have a higher concentration than others.
The best bet (IMO) is the newer neighborhoods because families tend to move into them as move up or first homes. Places like Woodbury, Northpark II, Quail Hill and Columbus Grove which have been built in the last 5 years should warrant some looking into.
It also depends on your housing requirements as some places are more expensive (much more than others) or may not have the right type of home for you. West Irvine is also a nice family neighborhood (a few posters on this site can attest to that).
