Do the police have some kind of monthly quota for tickets they have to give out?  During one recent trip from one side of Irvine to the other I saw no less than five people pulled over, and one sneaky motorcycle cop giving tickets to two different people.  I'm not complaining.  With the way a lot of people drive in Irvine, I wish they would ticket a lot more (just not me thanks).
 
Interesting observation.  I saw very similar scene as well.  Sneaky motorcycle cop pulling people left and right for stop sign.  Some morning I have to cross the same stop sign twice and each time I pass there is a different car pulled over.
 
File this under "IPD conspiracy #2."

I asked this on the old forums as well... I don't believe there are (illegal) quotas, but there are a few other practices that may explain it.

The intersections often are places where there have been complaints.  This is the case in West Irvine at Robinson/Asbury and Trevino/Congress.  With citations, the PD can provide documented evidence that they've taken action to address complaints later on, in case there is the inevitable California lawsuit.

There is also the intended perception of "omnipresence" to deter unwanted actions.  I'll bet you watch and stop at that intersection (nearly) every time.

I wish Trooper were still around to confirm.

This is what a retired traffic cop told the students at a traffic school he was teaching.

There's no official quota because it is illegal.
As a traffic cop, a part of your job is to issue citations.  If you are issuing much less citations than the average month after month, your supervisor will definitely have a talk with you.  He might think you are spending too much time at a donut shop or something. 
Also, as a traffic cop, you know that the income generated from the citations support the police department and ultimately your paycheck.

He actually ENJOYS handing out citations!!!

That's right!!!  Technically, your wheels have to come to a complete stop.  Otherwise, it will be the most expensive "California Roll" you have ever had.
