Does Irvine healthcare really cost less than CA's average? Why?

Is there a reason or several reasons why many online sources claim that Irvine's healthcare costs are less than the state and national averages? It seems interesting, at least!
 
It's probably more important to compare ER wait times at the hospital vs average costs.
