I don't know much about rent up there, but I suspect $7,500 for a tract home represents the owners cost and not the rental market. I liked the bullet point about parking for 8 cars, funny.

As for your second find what that probably is is a lender who has their own warehouse line to fund loans and either couldn't sell the garbage loan or had to buy it back. While it may not be a scam there is probably more to the story and I would rather put all $40k on red. It doesn't look like a hard money lender looking for investors because the rate is way too low.
