Cooperation between lenders & wall street investors

I was wondering: what is the chance that wall street investors will "cooperate" with the lenders & borrowers to reduce the number of foreclosures (please see the following relevant articles)

I have seen where Fannie Mae, WaMu, and a few other lenders are trying to work out some special loans to help these people out. However, I personally see it only delaying the inevitable of foreclosure. What does a couple hundred dollars a month get you for these guys? They are so over leveraged and living from paycheck to paycheck it is ridiculous. I would like to think that their are some good people out their that could and would actually benefit and spend their new savings accordingly....like paying down their principal.
