Columbus Square Retail

When I was driving to an open house in Columbus Square, I noticed that the area bounded by Edinger, Tustin Ranch Road, Valencia, and Kensington Park had some fencing with signage saying something like "Planned for Retail."  Does anyone know anything more about that?  I like parts of Columbus Square but it would sure be nice to have a little more retail that's walkable.
