Why does Disney even have "beaches" for kids to play in around alligator infested lakes?

Disney will definitely be paying for this one big time. Beaches and no alligator signs with a toddler dead equals big time law suit.
But is it just me that thinks it's odd that a parent would allow a 2 year old child to wade in a natural body of water (in Florida) past 9pm in the night? That's like letting my child wade (even if it's just feet and lower legs) in a lake or ocean in the dark of night. A swimming pool is a different story but any natural body of water makes me scared of whatever critters are lurking around.
I know it was a total freak accident and I feel so deeply for these poor parents and their terrible loss of this sweet boy. but I guess all of us parents can learn a lesson. Keep your toddler out of natural bodies of water at night when visibility is poor. ESP in gator fested Florida waters. That's like swimming at night in the oceans of South Africa with a bunch of great white sharks around.

I guess you can say the same about the Olympics in Rio. Be careful?
