In New York City, prosecutors say they will not recommend jail time for a former New York City police officer who was convicted of manslaughter last month for fatally shooting an unarmed man in a public housing stairwell in 2014.

Instead of jail time, the Brooklyn District Attorney Ken Thompson is recommending that Peter Liang serve six months of house arrest and complete 500 hours of community service, NPR's Hansi Lo Wang reports.

I have mixed feelings on the outcome of the case.  Peter Liang was not a "scapegoat", he was an officer who failed in his duty to serve and protect.  Failing to call 911 and render assistance to the victim, he broke his oath in integrity, character, the public trust, and courage to hold himself accountable for his actions.  Akai Gurley is dead and we can't change that, but what's NYPD doing to improve police training and procedures?  Peter Liang, his partner, the department, and the police academy are all at fault for negligence in duty and training.

When Peter Liang and his partner were being trained in critical, life-saving skills at the academy, not only did the trainer fail to provide proper training in CPR, they also spoon-fed answers to the cadets and taught them to cheat and avoid detection.  To my knowledge none of the cadets objected or reported the incident.  To what standard of honesty and integrity do we hold our officers to?  What value is the officer's oath when they cheat on exams to graduate from police academy?
