Get it fixed. Don't take no for an answer. Unfortunately, things like this are to be expected with a tract home. The people they hire only know how to hammer nails, but not much else. That's what the new home warranty is for. Good luck.
The gas/oil/plastic smell is definitely coming from the PEX. I noticed the same on our house when it was new, but now that 2.5 years have gone by, the smell is all gone.
I spent the day yesterday bypassing the ballasts. I did all 6 in the kitchen and one in each of the tub/shower areas of all 3 bathrooms. For those of you looking to do the same, my instructions in step 3 worked! It was really easy! Each can took 15-20 mins.

Looking at Meccos's website, the worst section of Irvine is that plot of land off the 5fwy Sand Canyon exit all the way up to Trabuco. Pavillion Park levels don't even come close to what's right off the exit.
Any idea what's causing my bedroom 3's power to keep tripping? I have nothing plugged into any of the outlets in this room. The outlets and the recessed lights go dead within a couple of days of switching the breaker back on. Thanks in advance!

Agree, that sounds steep for the jbox and the canned lights. I would definitely do the canned lights in every bedroom, including living and dining room. We did 2 in every room except for living and master bedroom where we did 4. The LED bulbs aren't cheap and the 2 cans for the smaller rooms...
