I agree with CogNeuroSci, it's a case of asking for forgiveness later. We never really had any issues with visiting our house while it was being built but we also didn't go through the sales office to ask permission. They are not going to give you the green light to go on their job site...

I like to do it before the drywall is put in: the electrical and plumbing is already in so the inspector can check the bones of the house. After drywall there is no way to catch framing or plumbing issues.

For point 1, do you know if the builder puts sound insulation in the wall or has an option to do it in the design center? I would be worried if there was no way to get insulation installed ibut with it it should be okay.
