I do agree with the income limitations, especially in relation to the Orange County market.
However, I still disagree with the comment on the holder of the second. They're going to lose that mortgage either way. The bill gives them a chance to share in any future appreciation.

The incentive for the second holder (if they're truly upside down) is that in the foreclosure process they'll probably get zip. At least this way they "might" get something off future appreciation. Obviously this will be case by case.

FYI. I heard recently that William Lyon sold the rest of its land in Columbus Square and won't finish the Astoria build-out. Too bad. Plan #1 was my favorite floorplan in Columbus Square.
