Time to swoop in and buy in Houston !?

No way would I buy in Houston unless you're absolutely sure your property is not in a flood plain.  As we all probably know by now, those flood maps are not accurate. 

Houston is known to be one of the most flood-prone cities in the country.

Also, while you're at it, I suggest you do not buy in Tampa, FL.  That city is due for a disaster worse than Harvey or Katrina.
