I find most of the middle and high schools in IUSD with a 9 or 10 (based on older API) rating but wide variation in elementary schools ( 6-10).

Why is Culverdale school getting a very low score? How does it affect the children moving from this school to the middle and high schools - (Southlake MS/University HS)?
If the home location is mapped to culverdale is there an option to transfer to a higher ranked normal school (not the year round school like westpark or vista verde)?

Please guide me in choosing the best elementary school as I want to buy a home in this area.

At Culverdale, there are ELD 1 classes. That is why Culverdale has lower API. Check greatschool, you can see how many ELD students.
 
Whats the criteria to get into Westpark and not Culverdale? Is it proximity to the school alone?

Does Westpark always have a waiting list? If yes, then kids go to Culverdale till their turn comes?
