construction at Crystal Cove?

I've seen some big construction trucks sitting on the piece of beach at the border of Crystal Cove and Laguna Beach. Does anyone know what is being planned for or built in that area?

maybe they are clearing out the mobile home pads from the old trailer park. they are supposed to make part of that into a campground, iirc
