I think the median income of the area affects it's cost of living score.

Look at The Preserve in Chino. There are some new developments out there that is attracting Chinese buyers. It is Chino Hills HS which is a plus over just regular Chino.

This development started in the last bubble around 2006. So they still selling these nowadays after 12+ years. That will tell you something.

All the old stuff is sold out, it's not like they are sitting on new construction that they can't sell. There is new 2018 construction. Granted it isn't Irvine, the economics of a strong rental market support it for a break-even investment with the long term hopes of equity gain.
