I agree that the HOA shouldn't get involved but it should offer an online forum or other form of communication to allow homeowners to warn fellow homeowners in the neighborhood. Some HOAs have that. Some do not.

What about just buying a cheaper house? You didn't give us a complete picture so I'm just making assumptions but if you are stretching for the down payment - what about the other house buying costs? House upgrades/maintenance/repair? 6 months rainy day fund? Real estate taxes?

The answer is maybe. The parent would need to organize the bussing efforts though which means gathering the minimum # of students in the neighborhood to sign up for the bus service and coordinating with tusd. Not sure how much it would cost but it would not be free
