i heard that some international student is admitted to UCR recently with a low GPA ( probably 3) and a low SAT ( i think < 1500). is this normal for UCR or they are just too desparate for international/out-of-state students.

now i know why memphis st became memphis. i only heard of them because of their college basketball program and wondered why they dropped the "st"

I don't know what GPA is required to get in UCR now a days, but back in my days, 3.0 GPA is consider quite good at UCR. 
 
Each out of state student the school gets $20k more than California Resident. 100 students mean $2m. UC schools with budget cut is favoring lower GPA and test score out of state applicants.
