Shanghai, 1940's restored short film

I've favorited this YT channel some time ago and they finally completed work on a non-US/European city. It's title is "Asian City" but the comments say it's Shanghai. Curious what all of the signs say - ads? propaganda, "move to Irvine ask me how!",

Your insights welcomed below.

Mostly retail stores selling dry goods, a few specialty food retailers like canned & preserved foods, very few restaurants.

There is no sign of war damage from 1937 or Japanese occupation, so am not certain what year it was filmed.

Trees along the river are new-ish but cars are mid-late 40's, so 1947-49?

The ROC government standardized driving on right side of road around Feb 1946, so the video has to have been filmed prior to that.

Someone with good knowledge of classic cars may be able to identify the cars and year of make in the video.
