I am still grappling with the following concept (would anybody care to comment?):

Lumber used in the construction process is treated timber. I am guessing it was being treated even 20 - 30 years ago, but I could not find specific evidence on when it became standard practice in the US.

So, do houses that are 20+ years old have termites in treated timber? If yes, why isn't it effective in controlling termite infestation? Would newly constructed homes in 2007 have the same termite issues 20-30 years from now? Please let it not be true!
 
I've been told that state law require builders to use treated wood in certain areas of a new home, but not the entire house. Whatever chemicals they use to pressure-treat the lumber won't last forever. The benefit of buying a brand new home -- you don't have to worry about termites for a while, and by the time they become a problem, you're ready to move to your retirement property.

If you buy older property in Southern CA, there's no escape from termites. Sorry, it's just a pest that you have to deal with. Call a good exterminator!
