I guess I'll have more time to post later. I've been kind of on the inside of the situation (yes, that means union, I guess I'm ready to be targeted). Fortunately, some good decisions have been made as far as the use of categorical funds, but unfortunately, that leaves many of the decisions on how this money is spent up to the wrong people. Time and time again, when faced with the choice of getting rid of the things that most closely affect the students, districts have decided to hold on to the paper pushers. The new legislation gives them more leeway to do this. I'll share more later when I'm not so tired.
