My new favorite food / wine place is Charlie Palmer, located at Bloomingdale's at South Coast Plaza. I will add the caveat that I have never graced a seat in the dining room; my experience is limited to the bar, and at Happy Hour at that.
Happy Hour at Palmer's occurs twice a day, from 4 pm to 7 pm, and again from 10 pm to midnight, every day. At Happy Hour, wines by the glass are half price and they have some of the appetizers (or, 'small plates," if you will) at a reduced rate.
This still won't be an inexpensive trip, but it is an opportunity to try some outstanding wine and food without completely breaking the bank. My favorites? The charcuterie plate, cheese plate (do they still serve these? If not, bring them back, please!), and the Kobe beef sliders.
