Yes, it only has marginal performance improvement over M2, but the M2 is $800 so for $50 more, it's probably worth getting the M3.
With base 8GB RAM and 256GB SSD that's non-upgradable and non-replaceable, the system is not suitable for heavy duty use. But for moderate use scenario it's probably fine. Plus with the M3, it will receive longer support from Apple for OS upgrades than M2 model.
