Irvine Ban on Plastic Bags

I just read in the OC Register that Irvine is considering a ban on plastic bags:

I really hope not--I love my Target plastic bags and would hate to bring my own bags to the store. If they ban bags, I may need to shop over in Tustin.  :'(
