Installation of Bathroom Exhaust Fan

Does anyone have a good recommendation for an electrician/handy man to install an exhaust fan in a bathroom? Currently the bathroom does no have an exhaust at all since the bathroom has a window.  Does anyone know the approximate cost involved? I cant imagine its that much since it would only need about 4 to 5 feet of venting to the outside. can you vent to the outside by cutting through the wall of the house vs cutting through the roof? Does this kind of work require a permit?

shouldn't be too much, one of our upstairs bathroom without a window has a vent.  The exhaust simply has a 4" metal  hose that leads to one of the roof vents.  The hose is metal-strapped/nailed  to one of of the roof joists and simply points up to roof vent.  It's not like a laundry dryer that has heated air and much higher CFM's that need to be exhausted to the exterior. 

If you have a nearby roof vent, I'd just route the exhaust to that.  otherwise the electrician just needs to tap into the light switch, add another switch and wire up the vent.  Make sure you get a quiet one as the ones we have are outrageously loud.
