Nope, the state moves in slow motion. I sent in my application fee to the Board of Accountancy and it took them almost 7 weeks to cash the check.
 
Ours has not been cashed yet - it was post marked @ 4/13/09. I even called the post office with the tracking number, filed a complaint with the post office last week. Got the same answer - they receive too much mail around tax time and it takes a long time for them (FTB) to process. In contrast the IRS check mailed on 4/13 was cashed on 4/15/09. I can specualte that may be the state furloughed/laid off too many employees as part of the state budget cuts? I remember last year the check was cashed by the state FTB within a reasonable time (about 1 week or so after mailing).

UPDATE - 4/28/09:

The check was cashed at my bank last night - 4/27/09 (mail date was 4/13/09).
