Confusing Website for City Council Candidate

I've been seeing the political signs for this candidate for city council around town and wanted to know the background of this individual. Went to the website and I'm completely confused and to what this person is trying to convey in this post:

Went to the about me page and it's talking about a guy name Tim:

Don't put your campaign signs up around town before your website is ready for prime time!

And from the 'About' section, I'm still trying to figure out if Tim and Genii are the same person.  Any ideas?  Also, what's this about?

Bow ties are cool. Oh, I always rip out the last page of a book. Then it doesn't have to end. I hate endings!
 
I clicked on the home page and got funky stuff. So, it appears the website is still under construction because of all the hodgepodge.

Regardless, when you put your signs up around town, I'm going to Google your name. Is it too much to ask for that you should at least have a presentable website when you're advertising that you're running for city council?
